Profile of Professional Activities
Underground/Above-ground Storage Tank Project Management Experience

  • Prepared CAP-Part A, CAP-Part B, and remediated soil and groundwater contamination for several clients throughout Georgia and Tennessee.  Remediation included free product removal systems, Dual-Phase extraction, SVE/AS, ISCO using activated persulfate, and enhanced natural attenuation, 1998 to 2012.
  • Conducted 14 UST investigations for the City of Augusta/Richmond County, GA. Work included subsurface investigations, UST removal, preparation of Corrective Action Plans (Part A and B), soil and groundwater remediation, and negotiations with Georgia Environmental Protection Division (EPD), 1995-2001
  • Responsible for subsurface investigation and report preparation associated with a petroleum release at the A. T. Aviation Property in Atlanta, GA, 1996
  • Conducted the subsurface soil and groundwater investigation associated with a UST release at the former GMC Lakewood facility in Atlanta, GA. Investigation involved the characterization of the subsurface conditions with direct-push (Geoprobe) technology. Results were used to evaluate the effectiveness of the existing SVE/Air Sparging and groundwater extraction and treatment systems and to prepare a CAP-Part B, 1997-1998
  • Conducted the UST subsurface investigation and responsible for the development of the CAP-Part A for the Hertz Equipment Rental Facility in Norcross, GA, 1995-1996

Municipal Landfill Project Management Experience

  • Responsible for the groundwater and surface water monitoring, potentiometric mapping, statistical analysis, report preparation, and negotiations with Georgia EPD for the Richmond County Municipal Solid Waste Landfill in Augusta, GA. Revised the Hydrogeologic Investigation Report and SAPs. Prepared several Requests for Minor Modifications to the existing permit. Prepared the MCL Exceedance Evaluation Report arguing against the need for an Assessment of Corrective Measures. Received approval from EPD for detection monitoring only, 1996-2001
  • Responsible for the groundwater monitoring, potentiometric mapping, statistical analysis, and the semiannual report preparation for the City of Macon/Walker Road Landfill in Macon, GA, 2001 to 2005

HSRA Project Experience
  • Prepared Voluntary Investigation and Remediation Plan (VIRP) for the Professional Cleaners Site.  Designed and managed groundwater remediation activities using in-situ chemical oxidation technology, 2011 to 2012
  • Removed lead impacted soils and prepared CSR for 1065 Howell Mill Rd (Welcome Years Site) in 2009.
  • Prepared CSR for 1071 Howell Mill Rd (also Welcome Years Site) in 2009.
  • Removed impacted soils and prepared CSR for U.S. Plating Burn Site in 2009.
  • Responsible for preparing the investigation work plan, conducting the subsurface investigation, and preparing the Prospective Purchaser Corrective Action Plan (PPCAP) in accordance with Georgia's Hazardous Site Reuse and Redevelopment Act for a former metal recycler located in Atlanta, GA. PPCAP called for a combination of limited hazardous soils removal and the application of a protective cover (cap) versus contaminated soil removal. Managed remediation which included hazardous soils treatment and removal and installation of clay cap. Prepared CSR, 1999-2006
  • Responsible for preparing the investigation work plan, conducting the subsurface investigation, and preparing the Compliance Status Report (CSR) in accordance with Georgia's HSRA regulations for a pesticide mixing facility located in Dawson, GA. The investigation involved the delineation of contamination in on-Site and off-Site soils, groundwater, sediment, and surface water. The investigation areas included a 3-acre inactive area, an adjacent 5-acre dump, downgradient wetlands, and an adjacent creek. Participated in negotiations with Georgia EPD, 1997-1998
  • Conducted the subsurface investigation and prepared the CSR for a HSRA site located in Augusta, GA involving a release of pesticides and herbicides, Site subsequently removed from HSI, 1997-1999
  • Represented Kraft Foods, Inc. during negotiations for the formation of a PRP group for the investigation and remediation of a HSRA Site located in Tucker, GA, 1997-1998

 

RCRA Facility Investigations
  • Completed activities as part of RFI involving post-closure groundwater monitoring, statistical data evaluations, and annual reporting. Managed soil and groundwater delineation investigations and remediation for the closure of several SWMUs. Prepared and managed the Corrective Measures Study (CMS) and Corrective Action Plan for the remaining SWMUs including a 7 acre landfill, National-Standard Company, Columbiana, Alabama, 1998-2012
  • Completed activities associated with RFI for the delineation of a groundwater contaminant plume and preparation of a Supplemental Groundwater Assessment Report, National-Standard Facility, Niles, Michigan, 1999

Groundwater and Wastewater Treatment Project Experience
  • Developed and implemented program to treat PCE contaminated groundwater plume via in-situ chemical oxidation using activated persulfate, Professional Cleaners HSI Site, Norcross, GA 2011 - 2012
  • Responsible for the installation and the operation, maintenance and monitoring of a 130 gallon per minute groundwater extraction and treatment system at the former Mallory Capacitor Co. Superfund Site in Waynesboro, TN. Treatment included oil/water separation, resin filtration, air stripping, and carbon adsorption. Prepared correspondence to USEPA including: Permits; Annual and Monthly Progress Reports; Operation, Maintenance and Monitoring Plan; and Final Construction Report, 1995-1998
  • Conducted the waste audit, wastewater characterization, and the evaluation of the wastewater treatment system at a food processing plant in Rome, GA. Results were used to decrease organic loadings to the treatment system and optimize the organic removal efficiency of the system, 1996
  • Developed and implemented a program for groundwater treatment by injecting hydrogen peroxide into an aquifer to help increase the natural biodegradation of petroleum-related contaminants at the Raw Water Pumping Station in Augusta, GA. Results were used to argue for a monitoring only status, 1996-1998
  • Conducted an evaluation of the organic removal efficiency of a wastewater treatment system at a Nabisco's food manufacturing plant in Atlanta, GA, Results were used to optimize organic removal efficiency of the system 2000

Hazardous Waste Experience
  • Conducted hazardous and solid waste compliance audit for a major north east university and medical center. Audit consisted of the evaluation of existing RCRA management practices and contingency plans, and the inspection of over 600 academic laboratories, 2000-2008
  • Responsible for the waste characterization and disposal of hazardous, non-hazardous, and TSCA wastes at the Wilson Concepts Superfund Site in Pompano Beach, FL, 1995; the Augusta/Richmond County Utilities Department in Georgia, 1997; the Mallory Capacitor Company Site in Tennessee, 1995-1998; the Carl Vinson VA Medical Center in Dublin, GA, 1999; Grant Street Site in Atlanta, GA in 2001, and the National-Standard Facility located in Columbiana, TN, 1999-2000
  • Decharacterized 45 cubic yards of lead contaminated soils with chemical fixation agent and arranged for disposal, Grant Street Site located in Atlanta, GA, 2000
  • Prepared all permits and biennial reports for the generation and disposal of TSCA and hazardous wastes for a large quantity generator in Waynesboro, TN, 1997-1998
Phase I and II Environmental Site Assessments (ESA) and Compliance Audits
  • Conducted over 150 Phase I and II ESA's for property transactions throughout Georgia, Florida, and Alabama, 1996-2012
  • Conducted hazardous and solid waste and OSHA compliance audit for a major north east university and medical center. Audit consisted of the evaluation of existing RCRA management practices and contingency plans, OSHA compliance, and the inspection of over 600 academic laboratories, and 200 research laboratories.
